Yesterday, Wednesday, Syrian President Ahmed Al -Shara issued a decision to form the National Security Council as a “goal of coordinating and managing the country’s security and political policies in the country.” According to the decision, the council will be headed by the President of the Republic, and it will include in its membership the foreign, defense and interior ministers, in addition to the Director of General Intelligence, and consultants being appointed by the President of the Republic in accordance with competence and experience, and a specialized technical expert to follow up on technical and scientific affairs related to the work of the council. This decision is added to a group of decisions issued by the Syrian presidency within a short period of time, which appears to be the main goal of it to restore the citizen’s confidence in the state, especially after what accompanied the military operation against Assad’s remnants in the Syrian coast of violations and crimes against civilians, including the formation of more than one committee to preserve the civil peace that was subjected to after last December, after the lion was broken, for more than one test.

The Syrian presidency also sought to send assurances to religious and sectarian minorities, and that it will not tolerate any person or party threatening civil peace, so a committee in this framework formed in the coast, as well as a committee to investigate the facts of the violations of civilians in the region. The Syrian presidency continued to make efforts to reach social, religious and military activities in the Suwayda Governorate, for understandings that dispel the concerns of their residents and the activation of government institutions, especially security and service. The Syrian presidency also reached an agreement described as “historic” with the “Syrian Democratic Forces” (SDF) a few days ago.
The violations that occurred recently against civilians on a sectarian basis threatened to stability and civil peace in the country, which necessitated these decisions and steps to bridge the rift between the components of the Syrian people. Since the fall of the Assad regime on the eighth of last December, the civil peace has been placed more than once at the test of fears and concerns, which exploded, paid for the deterioration of the living situation, the decline in the economy, and the frequency of international parties in lifting the sanctions imposed on Syria.
Commenting on the series of decisions and steps taken by the Syrian presidency during a short period of time, the researcher in the field of identity and governance, Zaidoun Al -Zoubi, saw in an interview with Al -Arabi Al -Jadeed that these steps are certainly important, but it is not sufficient, “adding that the country needs to create a transitional justice body in the fastest time, and a body for harmony and civil peace. The committee formed for this purpose is good, but it includes the Sahel region only. The topic of civil peace needs a great national work.
In the context, political researcher Orabi Orabi said in an interview with “Al -Arabi Al -Jadeed” that the formation of the National Security Council by the Syrian presidency: “will be important to support the country in foreign policy, economy and security,” adding that the issue of peace and stability is one of the tasks of this council, which will issue the decisions that will be implemented by the relevant ministries. And I believe that civil peace requires measures at multiple levels, economic, social and developmental, as well as diligent political work. The formation of a council for “National Security” was considered an unprecedented step in the history of Syria, imposed by internal challenges that threaten civil peace and stability, and external aimed at sovereignty and geography, and the most prominent example of Israeli interference in southern Syria, accompanied by verbal threats from senior officials in Tel Aviv regarding the new administration in Syria.

On this, political researcher Abdel -Rahman Al -Hajj said in an interview with “Al -Arabi Al -Jadeed” that “the formation of the National Security Council is an important step that helps to respond to the rapid response to the threats and take the appropriate decision.” He added that the institutionalization of response to the threats related to national security is an unprecedented new step in the history of Syria, but it is just measures that should be taken to face the potential threats to restore confidence in the state’s control and its ability to control and extend security. In his opinion, one of the most prominent of these measures that the administration must do is “completing the construction of the army and the integration of forces and factions in it as individuals in order to be the loyalty of the army to the homeland and not for the leaders of the factions,” adding that completing the construction of the security forces, training and arming them appropriately is something that must continue. Al -Hajj considered that “Syria needs large numbers of recruits in the General Security Forces,” stressing that the political partnership in the transitional government is one of the components of all Syrian society, it is extremely important, because everyone’s feeling that this state comes from this partnership. Al -Hajj also saw that “the bridge of social cracks and the stability of society in Syria should be completed by the formation of a transitional justice body”, which he said is the other side to ensure that it does not threaten national security in the long run.
