The criminal organization involved in the illegal division of land in Lago Norte had been operating illegally for around 30 years. Investigations of the Public Ministry of the Federal District and Territories (MPDFT) involve the land dispute in the former Brejo Torto Farm.
The site was announced as the future facility of the Tomahawk Condominium, which was renamed Jardins do Lago Norte.
The ownership of the aforementioned lands was debated in the CPI Land Grab, in the Legislative Chamber of the DF, in 1995. At that time, the use, in the implementation of Tomahawk, of documents that were the product of fraud was identified.
The CPI’s final report found, at the time, that the areas referred to in the documents had no relationship with the area where the aforementioned subdivision was being implemented, “that is, in this case, even hypothetically, the figure of displacement of the title”.
Then, it was highlighted that “the developers of the Tomahawk subdivision or any other individual did not even have property in that area.”
The disputes involve a group that says it owns the land and is not public. In this way, those investigated would have sold lots that never physically existed, under the promise that the area would soon be regularized – which never happened.
Subsequently, those investigated would have changed the name of the residence to Setor Habitacional Jardins do Lago Norte and would have begun to collect condominium fees for a non-existent area.
Operation Pantsir
The MPDFT launched Operation Pantsir, on Tuesday morning (11/19), to investigate criminal action allegedly related to the illegal subdivision of land on a residential property in North Lake. Investigations began in 2021.
Teams from the Special Action Group to Fight Organized Crime (Gaeco) and the Department to Fight Corruption and Organized Crime (Decor) of the Civil Police of the Federal District (PCDF) were at the headquarters of the Cooperative Sector Association and from the Jardins do Lago Norte Housing Unit, at 712 Norte, where documents and electronic equipment were seized.

The seizure of documents aims to better deepen investigations, such as the identification of new participants in criminal activity, as well as the quantity and value of lots sold.
The report found that the teams executed 17 search and seizure warrants in nine homes in the Federal District, Goiás and Minas Gerais, in addition to suspension orders against ghost companies. Among the crimes investigated, in addition to land grabbing, are embezzlement, extortion, ideological falsehood, money laundering and against consumer relations.
Among the measures determined by the Court are, among others, the suspension of this requirement and the suspension of the activities of the legal entities involved.
In a note, Terracap reported that the area is the exclusive property of the agency and that, for many years, it has been the subject of “land appropriation attempts by the Tomahawk Condominium and others.” The text adds that the company managed to prove its ownership of the region before the Judiciary and that it “maintains constant surveillance over the area, with the aim of preserving and guaranteeing public heritage.”
