The steps of Francisco Wanderley Luiz, 59, that preceded the explosions in Three Powers SquareWednesday night (11/13), they are being investigated by the Federal Police.
So far, it is known that the man from Santa Catarina moved to the Federal District approximately three months ago. This Wednesday, moments before the terrorist attack that ended with his own death, Francisco published a series of threats and warnings on social networks.
The report compared reports from witnesses, police, as well as times recorded on security cameras, to explain the chronology of the events. Take a look:
In the last contact with one of his children, Francisco said he was leaving Santa Catarina to travel. The boy said his father “was shaken up by personal problems with his mother.”
The travel excuse was also presented by the criminal to the caretaker who takes care of his house, in Rio do Sul (SC). In an interview with Metropolis The worker said that his boss informed him, a month ago, that “he was going to spend some time at the beach” to “take a break.”
Francisco arrived in the Federal District in mid-June. At that time, he settled in a rented property on 7 QNN Street, in Ceilândia. The place, however, was already paid by Francisco monthly, worth 400 reais, since 2023. However, the man moved in just over three months ago.
In August, Francisco was in the Chamber of Deputies and visited parliamentarian Jorge Goetten (Republicans-SC). At that time, the attacker told members of the deputy’s office that he had rented a house in Ceilândia, as it was a more affordable place.
After months installed in the federation unit, and an hour before committing the attacks, Francisco anticipated, on social networks, in a series of messages, the bomb attack in front of the STF headquarters. “Be careful when opening drawers, cabinets, shelves, material storage, etc. Starts at 5:48 pm on 11/13/2024… Game ends on 11/16/2024. “Good luck!!!” he wrote.
Approximately an hour after the messages were spread, Francisco was seen circulating through the Chamber of Deputies. According to witnesses, he entered the Legislative House to use the bathroom and left shortly after.
Moments later the first explosion was heard, shortly after 7 p.m. As reported by the acting governor of the Federal District, Celina Leão (PP), during a press conference, the man allegedly blew up his own car in the parking lot of Annex IV of the Chamber of Deputies, before heading to the STF.
Witnesses who witnessed the moment when Francisco’s car exploded recorded the vehicle on fire. Look:
Francisco then arrives at Praça dos Três Poderes with an umbrella in his hand. According to Celina Leão, he tried to invade the STF with an explosive device, but failed.
At around 7:28 p.m., he drops his umbrella, opens what appears to be a backpack, removes some objects from inside, and throws a glowing object toward the statue of Justice.
Security guards from the STF itself approach Francisco. One of them even stops in front of the Statue of Justice. Then, a burning object appears in the man’s hands, and he throws it towards the STF building.
Shortly after, the security guards leave, smoke appears next to Francisco and, a few seconds later, he is lying on the ground. Fireworks appear near his head and the terrorist no longer gets up.
Francisco’s body was left lying on the ground, tied to other artifacts, completely disfigured. The right side of the man’s head and right hand appear to have been hit by the explosion. Their remains were thrown meters away.
After an evaluation with the help of a robot and equipment to detect objects of potential risk, the corporation found four suspicious devices, which could be explosives, next to Francisco’s body.
Three of these items were on his belt, and the fourth would be a fire extinguisher – a few meters from the explosion point and supposedly adapted to explode – whose detonating pin was in the attacker’s backpack.

After the explosions, the Military Police of the Federal District (PMDF) began a sweep of the place, due to “risk of new explosions.” To do this, the corporation isolated the N2 and S2 roads of the Esplanada, as well as the Praça dos Três Poderes and the Supreme Court itself.
During the searches, the PMDF found four other artifacts linked to Francisco. Two, which were detonated, were in the suspect’s car, near the Annex 4 building of the Chamber of Deputies; Two others were in a mini-trailer rented by the terrorist and parked next to the vehicle.
At the home where Francisco lived, in Ceilândia, the corporation also found traps with three other bombs. In total, 11 explosives were linked to the criminal.
According to the general director of the PF, Andréi Rodrigues, the “explosives were homemade, but with a high degree of damage, similar to a grenade,” and the acts would have been planned in advance. “There are signs of long-term planning. He was in Brasilia at the beginning of 2023. An investigation is investigating whether he was in 8/1.”
This Thursday (11/14), PF agents executed a search and seizure warrant at the author’s home in Rio do Sul, in Alto Vale do Itajaí (SC). A cell phone and USB flash drives were seized, but no materials directly related to Wednesday’s explosions were found.
“Shitty statue”
In the house he rented in Ceilândia, in the Federal District, Francisco left a message for a Bolsonarist arrested for the antidemocratic acts of January 8, 2023. On the mirror of the property, the attacker wrote: “Débora Rodrigues. Please don’t waste the lipstick!! This is to beautify women!!! Shitty statue if you use TNT [dinamite]”.
Débora Rodrigues dos Santos is the woman arrested for writing “Perdeu, mané” on the Statue of Justice – a sculpture installed in front of the Supreme Court headquarters – on the date of the attempted coup d’état, in January 2023.
Ministers as objectives
Andrei Rodrigues claimed that Francisco intended to “kill the ministers of the Supreme Court” and that his main target was Alexandre de Moraes. “It seems that this person wanted to enter the Supreme Court building, but he couldn’t and, therefore, he decided to do what he did,” he said.
According to the general director of the corporation, this was not an isolated event and is related to other PF investigations, such as the investigation into the events of January 8.
The general director cited an audio, attributed to Francisco Wanderley’s ex-wife, which would corroborate the hypothesis that Moraes was, indeed, the attacker’s target. “The audio itself [da esposa] and other messages sent on social networks threatening the Court, specifically in this case, said that the target of this person was, in fact, Minister Alexandre de Moraes,” highlighted the head of the Federal Police.
Councilor candidate
Francisco Wanderley Luiz used the code name Tiu França on social media. He lived in Rio do Sul (SC) and was a candidate for councilor of the municipality of Santa Catarina for the Liberal Party (PL) in 2020. With 98 votes he failed to be elected.
On social media, Francis wrote messages suggesting a bomb attack against political targets he calls “shithole communists.”
He even published impressions that he sent to himself with various threats. “You will be able to celebrate the true proclamation of the Republic,” says one of the messages. In the post, he stated that “the game only ends on 11/16/2024.” In another publication, Francisco Wanderley is inside the STF plenary session and says “they let the fox into the henhouse,” he said.
