Damascus- In a remarkable development on the Syrian scene, an agreement was announced between the Syrian President, Ahmed al -Shara, and the commander of the Syrian Democratic Forces (SDF), Mazloum Abdi, with the aim of integrating civil and military institutions affiliated with the self -administration in northeastern Syria within state institutions.
This agreement, which was leaked to the media before it became officially announced, sparked widespread reactions between officials and local population, amid aspirations to implement it according to specific mechanisms.
Commenting on it, Ghassan Al -Sayed Ahmed, Governor of Deir Al -Zour, told Al -Jazeera Net that its implementation will be through the formation of a central committee that supervises specialized sub -committees in various fields, including security, military, health, education, and other sectors, provided that these committees are quickly formed to start their duties until the end of this year, as stipulated by the agreement between Sharia and Abdi.

Great importance
Mr. Ahmed stressed that the current situation will remain as it is until the formation of the committees and receiving their duties, warning, “The people of Deir Al -Zour, especially the military, from going to the areas of Qasd control, which may expose them to arrest,” citing a previous incident that took place in the past days.
The governor pointed out that this agreement carries great importance, not only in being an achievement that unites Syria, but also because “the Kurdish component returns to its natural role in the national construction process, as it is an original component that has it with Syrian society, loving and affection, in addition to the factors of geography and common history.”
According to him, the agreement includes a clause related to the release of some detainees from both sides before the end of Ramadan, according to what they were informed of the political leadership in Damascus.
As for oil wealth, Mr. Ahmed explained that the agreement stipulates the continued supply of oil derivatives from the Al -Jazeera region, which is controlled by Qasd, to the Shamiya region, which is under the control of the Syrian government, until the specialized committees submit a new vision regarding mechanisms of integration with the Syrian government.
Optimism and anticipation
For his part, Ahmed Al -Hajar, director of the Political Affairs Office for the governorates of Deir Al -Zour, Al -Raqqa and Al -Hasaka, told Al -Jazeera Net that a meeting was held between the Syrian President and the leader of Qasd, which resulted in the agreement on 8 basic items.
He added that the next stage will witness the work of a committee charged with following up the implementation of the items, consisting of 5 members by the Syrian government, and it is expected that the SDF will form a similar committee with the aim of implementing the items and receiving state institutions and restructuring them within the Syrian Ministry of Defense.
According to Al -Hijrah, this agreement represents an affirmation of the unity of the Syrian territory, noting that the information available at the Political Affairs Office indicates that the committee in charge will officially start its tasks soon.
On the popular level, the announcement of the agreement was met with a mixture of optimism and anticipation, as the people went to the streets to celebrate, and Muhammad al -Abboud, a resident of Al -Shuaitat area in the eastern countryside of Deir Al -Zour, told Al -Jazeera Net that the residents of the region fired bullets to rejoice in a unified Syrian return.
As for Jassim Al -Issa, from the people of the village of Al -Baghouz, he told Al -Jazeera Net that things are going according to the expected, as it is expected that Damascus will regain its sovereignty on all Syrian lands, “which will put an end to corruption, bribes and domination practiced by some of the institutions of Qasd on civilians.”
Sensitive stage
On the other hand, Jamil Al -Abbar, from the people of the city of Al -Basira, in the eastern countryside of Deir Al -Zour, told Al -Jazeera Net that the Qasd forces began a campaign of arrests in the area with the intensification of security barriers and launching raids, after elements of the Syrian government crossed the Al -Shuaitat area.
In turn, Ismail Al -Manawar, from the people of Al -Dahleh village, said to Al -Jazeera Net, that the agreement came in a sensitive stage that Syria is going through, especially in light of the hot events in the coast, but he criticized the schedule of its implementation, considering that waiting for the committee until the end of 2025 is a long time, “especially in Deir Al -Zour of an Arab character, where SDF does not have a strong popular incubator as in the case in Hasaka, which includes several Nationalities.
In a related context, Abd al -Rahman al -Ramadan, from the people of the village of Muhaimida in the western countryside of Deir Al -Zour, told Al -Jazeera Net that Qasd carried out arrest campaigns targeting a number of residents because of their raising the flag of the revolution, and others because of their publications on social media in which they expressed their joy in the agreement, “which sparked fog about the position of some of the security services affiliated with Qasd, especially the anti -terrorist and drugs agency, which has entered.
Meanwhile, a source close to Qasd – refusing to reveal his identity to Al -Jazeera Net – revealed the existence of internal conversations between its leaders describing the agreement as “unfair”, and that it believes that Qasd controls the economic reservoir of Syria, including the oil, agricultural and animal wealth, which puts it in a position of strength during any negotiations with the Syrian government.
This, and Al -Jazeera Net tried to obtain a permit from an official in SDF and the report was not responded to.
