
The Council of Government, held today, under the chairmanship of Aziz Akhenouch, follows a sector presentation on the outcome of the government’s work in its relationship with Parliament during the October 2024-2025 session of the eleventh legislative mandate 2021-2026, presented by Mustafa Baitas, the delegated minister of the prime minister, in charge of relations with Parliament, the spokesperson for the government.
A communiqué of the Ministry of Managing in charge of relations with Parliament, which was reached by the newspaper Hespress, stated that the minister affirmed “the government’s keenness to activate its commitment in the field of relations with Parliament, by enhancing its constructive cooperation and continuous communication, in the context of full respect for the separation of Salt, its cooperation and balance, and through its positive and fruitful interaction with the initiatives of parliamentarians in a way that enhances the roles of the legislative institution.”
According to Baitas, the level of legislative work witnessed “the number of laws approved permanently by Parliament during this legislative session is a total of (36) laws”, a resource in the same context that “the government answered the written questions, during the October 2024-2025 of the fourth legislative year, from 63.48 % of them.”
Industrial acceleration areas
The Governmental Council also approved the “Decree No. 2.25.149 project to change Decree No. 2.09.442 issued on Muharram 4 1431 (December 21, 2009) to create the industrial acceleration area of Quneitra, presented by Riyad Mazour, Minister of Industry and Trade.”
The project aims, according to the press communication issued by the council, to “the expansion of the industrial acceleration area of Quneitra in the Amer Al -Safiya group, the workers of Quneitra in the region of Rabat, Salé Quneitra, where the total area of the region will become 598 hectares, 67 Ara and 75 cm on a real estate container consisting of two floor pieces, to meet the needs of investors at the level of the entity.”
As a result, the Council of Government circulated and approved the draft Decree No. 2.25.150 by changing Decree No. 2.19.345 issued on 18 Ramadan 1440 (May 24, 2019) to create the free export area, Tangier Tikk, also presented by Riyad Mazour, Minister of Industry and Trade. This legal text is envisaged “the expansion of the industrial acceleration area, Tangier Tangier, with the two groups of Al-Awamah and the Sabbath of Zenin with the employment of Tangier-Asilah in the region of Tangier Tetouan Al-Hoceima, where the total area of the region will become 493,95 hectares,” according to what the report explained.
The Council of Government continued its work with “reviewing two international agreements and the draft law related to one of them”, presented by Nasser Bouraita, the Minister of Foreign Affairs, African Cooperation and Moroccans residing abroad.
According to the communication, it comes to “the cooperation agreement in the field of marine fishing and marine biology between the government of the Kingdom of Morocco and the government of the Republic of Boys, signed by Kotono on February 15, 2024, and draft law No. 15.24, according to which the aforementioned agreement corresponds to.
The same source explained that “the agreement aims to lay the foundations and requirements organizing cooperation in the areas of marine training and scientific and technical research in marine fishing, monitoring fishing activities and fishing products industries, and the development and education of marine biology between the two countries, by setting and implementing joint programs in the field of maritime training, enhancing experiences for their frameworks, and organizing pedagogical visits to identify the marine training system in whole.”
As for the second agreement, it is “a cooperation agreement in the fields of higher education, scientific research and innovation between the government of the Kingdom of Morocco and the government of the Republic of Angola”, and it aims to “strengthen and expand the fields of cooperation in the field of higher education and scientific research between the two countries, by promoting the movement and exchange of researchers, and the development of researchers and administrative frameworks through short -term residency, and the exchange of experiences and experiences on creating training paths and establishing university institutions.”
Appointments in high positions
The Council of Government concluded its work by circulating and approved two proposals for high positions in positions in accordance with Chapter 92 of the Constitution.
The Ministry’s consecutive communiqué announced that at the level of the Ministry of Agriculture, Maritime Fishing, Rural Development, Water and Forests-The Agricultural Sector, Le Panna Al-Mansouri was appointed Director of Informatics Systems, and Muhammad and Hassayen as the financial manager.
As for the Ministry of Higher Education, Scientific Research and Innovation, it witnessed the appointment of Ahmed Al -Alali as the dean of the College of Legal, Economic and Social Sciences in Tangier; Tabii was good dean of the college multidisciplinary in Taza; As well as Samir Bouzouita, dean of the Faculty of Arts and Humanities in Sayes-Fez.
Maarouf Al -Bakai was also appointed Dean of the Faculty of Science in Oujda, and Mustafa Musharrafi, Dean of the Faculty of Legal, Economic and Social Sciences in Sala, as well as Laila Meziane, Dean of the Faculty of Arts and Humanities in Ibn Misk -Sayyid Othman.
The structures of the Ministry of National Education, First Education and Sports-National Education and Primary Education Sector were strengthened by appointing both Wafaa Shaker Director of the Regional Academy for Education and Training for the Tangier-Tetouan-Al-Hoceima region, and Ahmed Al-Karimi as Director of Training and Development of Competencies.
Hamid Benchirifa was appointed director of relations with civil society at the level of the Ministry delegated to the Prime Minister in charge of relations with Parliament.
