The issue of the Kurdistan Workers Party and its struggle with Türkiye returned to the forefront, following the invitation The party’s founder was directed And its historical leader Abdullah Ocalan On February 27, 2025 to resolve the party, throw weapons and stop combat operations against Ankara.
The invitation – which was described as historical – is the third for Ocalan since his arrest in 1999, and was preceded by another invitation in March 2013 and then in the same month in 2015 after a secret negotiating path led by the Turkish Intelligence Service, and the two parties then reached a paper of 10 articles to reach a final agreement that ends the state of confrontation.
However, the agreement reached a dead end after the developments of the events in Syria in 2015 and the Kurdish Democratic Union Party announced a self -administration in northern Syria, in conjunction with similar advertisements in a number of cities in eastern Turkey and its southeast, which prompted Ankara to fight the street war and restore control, then hit the party in Syria and Iraq.
Regarding the consequences and repercussions of the last announcement, it was published Al Jazeera Center for Studies Analytical paper entitled “Ocalan’s call to dissolve the Labor Party … high expectations and a political path that lacks clarity“The researcher specializing in Turkish affairs, Saeed Al -Hajj, discussed the regional and international context of the invitation of Ocalan and the ceiling of expectations behind the new political path.

A political initiative without official comment
Successive Turkish governments stressed after 2015 that there will be no new settlement process in coordination with the PKK, focused on security and military confrontations, and undermine any regional development that might serve the party’s agenda.
But the mediation of the leadership of the Kurdistan region of Iraq and the call of Kurdish leaders of Turkish President Recep Tayyip Erdogan “by removing the political process from the refrigerator”, along with other developments, has strengthened ways to launch a new political path regarding the Kurdish issue in Türkiye.
Ocalan’s call came as a culmination of an unannounced path that began last October with the statement of the head of the Turkish National Movement Party, Hatcheli with Erdogan, in which he called to allow Ocalan to deliver a speech before the Parliamentary Party bloc and declare the dissolution of the Kurdistan Workers Party and traffic to the “Türkiye without terrorism” stage.
The legal advisor to the Turkish President denied any intention to pursue a new “settlement process” with the PKK, while Erdogan welcomed the Hutchley initiative, and the Ministry of Justice allowed the visit of a delegation from the Democracy and Equality of Peoples Party – which is described as the political front of the Kurdistan Workers Party – to visit Ocalan in his prison and transfer what happened between them to other parties in Parliament.
The delegation’s visits to Ocalan continued and conveyed the third time a message entitled “The Call of Peace and the Democratic Society” in which the call to hold a general conference, arms, and pursue political action came, confirming his historical responsibility for his appeal.
Two days after the letter, the PKK leadership announced its approval of “everything that came in it”, provided that Ocalan himself supervises the conference after “creating legal conditions”, which was reinforced by Bahcheli in contact with the leader of the Democracy and Equality of the Peoples of Tunjar Bakkhan, and the former head of the Democratic Peoples Party, Salahuddin Demirtas, to emphasize his standing behind any role that serves the political path.
High ambition
Ocalan’s last appeal raised the ceiling of expectations behind the political process. Unlike previous initiatives, this call was not only stopped the fighting, but also to throw weapons and dissolve the party, which can be classified within the field of intellectual reviews of Ocalan regarding the goal behind the party, as the letter also came from his retreat from separatist, federal and self -management projects.
In conjunction, Ocalan explained his willingness to play a positive role and did not put any conditions for the Turkish government, while his message was limited to the “Kurdistan” party, which was not late in meeting the call and agreeing to the content of the message.
Ocalan’s call was supported by other parties and personalities in the Kurdish regional scene, such as the leadership of the Democratic Party and Equality of Peoples, the former head of the Democratic Peoples Party, the commander of the Syrian Democratic Forces (SDF) oppressed Abdi, the head of the Kurdistan region of Iraq, Nechirvan Barzani, and the head of the Kurdistan Democratic Party, Masoud Barzani.
On the other hand, the symbolism of Hachli – as an ally of Erdogan and the leader of the national trend in the country with his close relationship with the deep state – comes to ensure the hopes behind the nascent political process.
It was understood from Hachli’s statement and his call to launch Ocalan that there is a trend for the Turkish government or state regarding the political path, which may be translated with Erdogan’s permission to receive family and partisan visits and allow broadcasting his message in the media.
All of the above indicates that all the parties concerned in Turkey and the region want to pursue a political path, and this suggests that there are previous negotiations and understandings on the statements issued by the various parties that have not been announced yet, especially with the change of the regime in Syria and the statements of US President Donald Trump regarding the withdrawal of his forces from the country.

Hopes but ..
Despite optimism about the future of the newborn political path to solve the Kurdish issue, it is difficult to expect rapid solutions without obstacles, with the overlapping of regional and international factors, and the “bill of victims with tens of thousands” according to the official Turkish figures.
The leaders of the “Kurdistan Workers” in the mountains of Kandil in northern Iraq have also reduced the importance of what is issued by Ocalan as “a prisoner who does not have its decision”. The party also carried out an attack on a defensive industries company the day after the Bathchley declaration.
Despite the approval of the party’s executive committee on the content of the message, it demanded that Ocalan’s administration itself to the conference and implement the party’s solution and disarm, calling for the provision of “democratic policy and the legal ground” of the nascent path, which is an early lifting of the ceiling of the conditions.
Ankara needs legal and political entitlements it passes through Parliament to make the newborn political path, such as how to deal with this organization, its leaders, cadres and supporters, especially those accused of them, as well as the fate of Ocalan himself, which are thorny paths that may not have the support of the street and some political parties.
In addition to this, the Turkish government does not issue any specific initiative or detailed features for the next stage. The initiative so far is still trapped by Ocalan’s reaction to Hutchley’s statement with Erdogan’s survival away from direct and detailed comment from the content of the initiative.
In conclusion, this initiative has a greater opportunity than its predecessors, especially after the Executive Committee of the Kurdistan Workers’ Executive, which emphasized Ocalan’s leadership and the full compliance of its call, while the Turkish government is placed in a more comfortable space that opens the doors of closing the most sensitive file in Turkish history, at a time when it has not yet announced the abandonment of the military option and the proactive war.
