Analysts agreed that Israel is adopting a clear policy to evade the original prisoners’ agreement with the Islamic Resistance Movement (Hamas), and seeks not to adhere to the benefits of the first stage of it, especially with regard to withdrawing from the Philadelphia axis and humanitarian aid.
Al -Jazeera correspondent, Tamer Al -Mashal, revealed the details of indirect negotiations between Hamas and Israel, which took place in Doha during the past 72 hours, in the presence of Qatari and Egyptian mediators and American envoy Stephen Witkeov.
Al -Mashal explained that the brokers submitted a ceasefire proposal that includes 4 main items under the title “A framework for an agreement on a permanent ceasefire.”
The proposal requires that Hamas released on the first day of 5 of the living Israeli hostages – including Alexander Alexander – compared to a number of Palestinian prisoners, and then indirect negotiations will be initiated within 50 days to reach a permanent ceasefire agreement.
Al -Mashal reported that Hamas had made amendments to the proposal, including changing the title to become “a permanent ceasefire mechanisms based on the January 17 agreement”, and suggested that Alexander and 4 bodies of soldiers with dual nationalities.
Hamas also stipulated the start of the ceasefire immediately on the day of delivery, the opening of the crossings and the resumption of entering aid before the release of the hostages, and the withdrawal from the Philadelphia axis.
As for the Israeli response – according to the survey – it included the request for the release of 11 of the living hostages – including Alexander and 16 Gets – in exchange for the launch of 120 Palestinian prisoners governed by life, 110 detainees from Gaza after October 7, and 160 Palestinian bodies.
Reducing the negotiation period
Israel asked to reduce the negotiations period from 50 to 40 days, and set a new condition that Hamas presented “life signs” to all the hostages before the negotiations began.
Al -Mashal pointed out that the only point agreed upon by the two parties is to confirm the role of brokers (America, Qatar and Egypt) in ensuring the completion of negotiations to reach a permanent ceasefire.
He said that a leadership delegation from Hamas headed by Khalil al -Hayya is currently present in Cairo, noting that the gaps are still great between the positions of both parties, and that Hamas stresses the need for this proposal to be an integral part of the basic agreement that was previously agreed upon.
The chief researcher at the American Council for Foreign Policy, Dr. James Robbins, said that the proposal submitted by Hamas to release all American prisoners – including Alexander Alexander and 4 bodies of dual nationalities – “very important.”
“The bilateral talks between the United States and Hamas were a goodwill gesture by President Donald Trump, and it is important for Hamas to implement what she said and not add conditions in the last moments,” Robbins added.
He stressed that “every statement we listened to from the White House indicates the continuation of the agreement, the White House did not abandon it, but the issue requires reaching the second stage,” noting that “the United States does not see a role in Hamas in the rule of the Gaza Strip in the future.”
He added that “during the extended ceasefire period, the United States will seek to find a permanent solution to this incurable conflict.”
“The United States insists that humanitarian aid must continue to flow to the Gaza Strip, and this is a clear position for it.”
American bias
For his part, the writer and political analyst Ahmed Al -Hailah criticized the American position, saying, “The position of Witakouf and the National Security Council present a close approach to Netanyahu’s position.”
He added that “the statement talked about the proposal to extend the ceasefire in the first stage, and did not talk about moving to the second stage.”
He considered that “there is a kind of communication and intersection between the American and Israeli parties towards creating a parallel path different from the course of the original agreement,” describing the American threat to “open the gates of hell” as “not a negotiating method and not a method that a honest broker can be presented.”
As for the academic and expert in Israeli affairs, Dr. Muhannad Mustafa, he focused on the Israeli response, saying, “Israel has taken a clear policy of secession on the original agreement that it signed, the first thing is not to adhere to all the benefits of the first stage.”
Mustafa added, “The essence of the proposal that Israel submitted for the 11 neighborhood prisoners who demanded them to put the stick in the cupboards, and it is not intended to reach an agreement.”
He explained, “The difference between Hamas and Israel is that Hamas has amended to the proposal in order to return to the original agreement, while Israel is its amendments for the permanent disintegration of the original agreement.”
